You've got influence at both ends.
The middle is the problem.
If you're a Head, Director or VP of TA, you've probably had this experience. You have a clear read on the business. You understand what's needed. The people you hire trust you. Your team are capable.
And yet. The strategy doesn't land. The budget case gets softened somewhere between you and the decision-maker. The initiative that would transform how your function operates is still 'under consideration' six months later. You're doing everything right and it still isn't working.
Most TA leaders assume this is a credibility problem. Or a communication problem. Or a politics problem. It isn't any of those things, specifically. It's a structural problem. And it has a name.
Think about marzipan on a Christmas cake. It sits between the icing and the sponge. It looks fine. It's technically part of the cake. But it doesn't conduct anything. The flavour doesn't travel through it. You can't get from one layer to the other without going round it or cutting through it.
In organisations, the Marzipan Layer is the tier of management, politics, competing priorities and inherited processes that sits between TA leadership and genuine strategic influence. It absorbs your energy, dilutes your message, and returns nothing useful in exchange.

Symptoms.
The layer is structural, not personal.
This is important. The Marzipan Layer is not a person. It's not your line manager, or the CFO, or that HRBP who blocks every initiative. Those people might be part of the expression of the layer, but they're not its cause. The layer is built from the way organisations separate operational delivery from strategic direction.
You sit at the bottom of that diagram with more actionable intelligence than almost anyone else in the business. You know the hiring market. You know which roles are impossible to fill and why. You know where the real talent risk sits. And the people at the top can't hear you, because the layer in the middle is in the way.
The Six symptoms of a TA function that is stuck behind the layer.
Your data doesn't move decisions - You present time-to-hire, quality of hire, cost-per-hire. Leadership nods. Nothing changes
You're consulted after the fact - Headcount decisions land on your desk already made. You're executing, not influencing.
Budget conversations go nowhere - You make the case. It's a good case. It disappears into a process that never returns a verdict.
Your team is undervalued by default - TA is seen as order-fulfilment. No amount of performance data seems to shift the perception.
You're exhausted by internal politics - A disproportionate amount of your energy goes on navigating the organisation, not leading your function.
Good people leave because they can't see a future - Your best recruiters move on. Not because the role is bad, but because the function has no strategic weight.
If three or more of those land, you're not dealing with a performance problem. You're dealing with a structural one. And the framework exists to help you diagnose exactly where the layer is thickest and what to do about it.

The Marzipan Layer framework is built in three parts. The diagnostic, the strategic response, and the execution. They're designed to work together.
The diagnostic
Maps exactly where the layer sits in your organisation, what's maintaining it, and how thick it is. Some layers are structural: they're built into reporting lines and governance. Some are cultural: they're maintained by a collective reluctance to give TA a seat at the table. Most are both. You need to know which before you can do anything about it.
The strategic response
Is not about working harder or communicating better. It's about repositioning how your function is perceived by changing the language you use, the relationships you build, and the problems you choose to be associated with. This is where most TA leaders go wrong: they try to become more strategic by doing more strategic-looking things, rather than by changing where they stand in relation to the business.
The execution
Is where it becomes specific. Not general advice about 'getting a seat at the table.' Specific actions for your situation, your organisation, your version of the layer.
